E-PROCUREMENT PRACTICES AND PERFORMANCE OF PUBLIC INSTITUTIONS IN RWANDA: A CASE OF KICUKIRO DISTRICT

The purpose of the study was to evaluate effect e-procurement practices on performance public institutions in Rwanda using Kicukiro district as a case study. This principally completed following reports that arose referring lackluster showing Rwandan organizations, which generally been ascribed insufficient and unseemly running money during acquirement processes. To achieve this, specific objectives guided were; t o determine E-Bidding Rwanda, examine E-Tendering assess E-sourcing establish E-Invoicing Rwanda. adopted descriptive survey design. Data collected through questionnaires. target population were 93 respondents who are staffs employees District because they deal with suppliers’ issues their day operations. Analysis data done frequency percentage tables analyze demographic information provided regarding organization, mean standard deviation. found there exist positive association e-sourcing District. suggests when one increases, increases. out bidding offers more efficient communication infrastructure lower transaction costs agreed at 42.9%, Top management always assesses functionality e-bidding also uses components watch over safety measures risk 39.7%. On involved suppliers posting bids electronically, tender specification documents sent online, receipt responses notices conveyed electronically authenticity submitted represented by means 3.78, 3.98, 3.92, 4.14, 4.29, 4.43 4.50 respectively.
